国務院弁公庁はこのほど、商務部と科学技術部が作成した「外資による研究開発センター設立のさらなる奨励に関する若干措置」（以下「若干措置」）を、各地方政府に通達した。
「若干措置」は、科学技術イノベーションの支援、研究開発の利便性向上、海外人材の誘致、知的財産保護レベルの向上−といった4つの面から16の具体的な措置を打ち出し、より質の高い外資誘致にいっそう取り組む姿勢を示した。
「知的財産保護レベルの向上」に関して、「若干措置」は、営業秘密保護規則体系の整備を加速し、知的財産権保護センターの整備を強化し、知的財産権の法執行レベルを高めるとし、この3つの面から具体的な任務と目標を明らかにした上で、各任務の担当部署を明確に示した。
